Is there a fellowship or scholarship?

Network School has run subsidised routes in the past for people who couldn't otherwise afford to attend. There's no fellowship or scholarship programme announced for the Astana cohorts yet. If cost is what's stopping you, ask directly in your application instead of waiting for an announcement. Also look at the exam and placement route, a separate path that can come with free training instead of a fee.
